Three guiding concepts directed this plan for a 40-block district around the Texas Capitol Complex: (1) a vision for a new Texas Mall approaching the Capitol Grounds (2) an attitude toward well-defined urban connectors with strong pedestrian and vehicular roles for 11th Street, 15th Street and MLK Jr. Boulevard (3)
establishment of a Historic Precinct around a cluster of notable structures and landscape features.

A strategy was outlined to relocate 1.2 million square feet of state offices from lease spaces to the Capitol Complex, the first phase of which was approved and funded by the Texas Legislature in 2015. Currently in implementation, this phase will include a million
square feet of new office space and construction of
three blocks of the Texas Mall with associated parking,
landscape and street improvements as well as underground
utility upgrades.
