And in quinjet it didn't use retro reflective panels but advanced stark stealth mode which even shield couldn't track (at end of age of Ultron)

He did use it before iron man 3, just not in his suit, he applied them in the SHIELD hellicarrier

He did. Mark 15 and 16 are stealth suits and had retroreflective panels.

Funny part is that retro reflective material is what makes street signs brighter at night😂

In an alternate script of endgame, tony was supposed to go to asgard for collecting tesseract and reality stone, in that one he was supposed to wear a new stealth suit but due to heimdall's all seeing powers tony failed to be invisible and they were got to have a good battle.
