A simple port, starboard rule infraction, #6 at fault.

Hard to believe that the port tack boat made no attempt to avoid the collision. The Starboard tack boat had nowhere to go so could have done nothing to avoid the collision. There is no excuse for the behaviour of the port tack boat.

'When it was clear the keep clear boat was taken no action to avoid, the right of way boat must take action to avoid collision. Or they breach rule 14. Penalty to both.

It sounds as if they are calling “water” however I cannot see any obvious reason as there doesn’t appear they are close to any shallow
