In every single Pokémon game the best strategy is to NOT let your Pokémon evolve until way later because a Venusaur won’t learn their ultimate and final move until somewhere between 40 and 60 an ivysaur will learn it about ten levels before but a Bulbasaur will learn every move before 40 and you can then just take the next two levels to evolve to Ivysaur OR you can wait until Bulbasaur is 100 and use rare candy to force an evolution twice for the best possible stats making for a severely over powered Venusaur.
