This was explained very long time ago. Ningguang used to be 5* before game release but there were few 4* characters so devs have to add her to them. Same happened to Barbara who still has 5* burst animation.

I think in some cases they are 5 stars because importance to the story, Yoimiya helps you prepare the bait for the shogunate soldiers during Inazuma by reating the special fireworks to put under the statue, and Nilou is not only the Samsara's host but an important part in the 'Save Nahida' plan. Not saying that Ninguang and Beidou lore wise should have more stars. in the other examples you put, Hu Tao is the only human alive that can enter freely in the land of the death, so I think that kinda boosts her position

If theirs a pair of people the more senior of them will be the 5 star. Albedo and Sucrose, Tighnari and Collei, Kokomi and Gorou, Itto and Shinobu, Yae or Raiden with Sara. If not that then they'll both be 5 stars. Yae and Raiden, Hu Tao and Zhongli, Qiqi and Baizhu. If not that then it's random. Ningguang and Beidou are more exceptions probably because Liyue already had a lot of 5 stars at the time.

the easy answer: fan service. there's a lot more female characters compared to male characters in the game, and a lot of them are just there for fan service (nilou, yoimiya, etc) so it would make sense for them to make a lot of their female characters 5 stars, especially ones meant for fan service so they can get a lot of money from them. sometimes the community forgets genshin is a fan service game

Hutao can travel through the dead's world and can control ghosts so it makes sense that she is a 5 star

Edit: it was that or there weren't any 4-star geos on release.

Edit 2: (I feel very dumb I forgot Neolle was on the starter banner help 😭) I think I've found the actual reason, ninquang was made a 4-star because there was an imbalance of 5 and 4 stars kinda similar to Barbra but instead it was because they needed players to have a healer early in the game. The Solar Pearl matches ninquang perfectly the design and the passive. She also played a massive role in the archon quest which is sometimes why the characters are 4 stars and others are 5 stars. Also, we will never forget that 3 5 stars work for her lol. She will always be a 5-star in my heart-

The only reason a character is going to be 4/5* is if Hoyo decides they're going to sell or not.
Lorewise Keqing is not even powerful, doesn't like her vision and literally does nothing for the story; but they gave her a DMC Vergil moveset, a skin and an entire banner 💀

Kaeya also doesn’t make any sense, he has the most voiced lines in the game after Venti and Nahida, has a very significant role in the overall story, appeared (or mentioned) in almost every update, there’s a separate archon quest explaining his family clan’s lore, and yet he’s free and the only Favonius captain who’s a 4 star

Fireworks and fighting that incorporates dance are both much flashier than throwing rocks and whatever Beidou does

I think Ningguang being a 4 star while the people that work for her are 5 stars is both hilarious and realistic.
