As teemo main, I agree.
It's not that he doesn't scale well into the late game, it's just when he's behind he scales so incredibly slowly compared to other champs and relies on items extremely badly. Also Doran's shield + second wind legit the best thing you could possibly do vs him. It just makes the game 2x harder for the teemo usually. Also most low/mid elo teemos are god awful and only know how to hard shove, so be patient and you can almost always hard punish him eventually. Just about knowing when's the right time. Don't get poked out too much early and learn to give some cs and be at least A LITTLE patient and it's the easiest thing ever to counter. Also I don't recommend pink wards because teemo can usually just clear them without much ways to defend it and you're a top laner, but sweeper is really good though if you feel the shrooms will make an impact on you.
PS: Cassiopeia is by far teemo's hardest matchup so if you want to counter him and you're half decent at cass, teemo legit can't play the game in that matchup ever besides level 1.

A tip for my fellow kled mains, avoid autoing him while engaging and wait for his blind so he doesn’t waste your w. Q E him and use your E recast to chase after he uses his blind.

As a renekton main I perma ban teemo cuz u are forced to buy the radar instead of stealth wards and if the teemo knows how to manage the blind its annoying af to dive in

I usually max W for speed and use shrooms to build a safe space. If a matchup is hard I go Deathmans and or Force of nature for tankiness, I can still scale later and alternatively I can go full cdr and play the vision game.

If u want to counter teemo. Push lane super hard, then hide in bush and slap him. Even better idea, play warwick and build ap.

As someone who plays teemo if I notice the lane opponent waits for my Q to go all in I will typically just max Q first and play passive during laning phase. Teemo doesn't need to be aggressive. Sure I'll lose out on a lot of damage, but then the enemy can't kill me either. If I'm against a tryn and he gets fed OR if the enemy team is mostly auto attack based OR the most fed champ is auto-attack based I will typically just go for an Ability haste build and perma blind one person so they can't do anything. They will me useless and Later on in the game I will have a bunch of AP with my Ability haste build because Rito is dumb and allows for dmg on a full AH build.
