It's also because they're brain connect scissors with the hand gesture so they can do it automatically. Rock is always the safe option cause it's extremely rare when people start with paper.
Scissor is what they are thinking about and their hand are already in the rock position so paper is never really used.

I'm bored so here's some fighting game stats for rock, paper and scissors

Rock:
Speed - sluggish
Strength - bodybuilder... And breaker
Defense - brick wall
Weakness - can be easily attacked from behind dealing double damage
Special ability - "what the rock is cooking" can pull boulders from the ground and roll/throw them at enemies

Paper:
Speed - blink and you'll miss it
Strength - quick but weak
Defense - you'd better dodge
Weakness - can be flung by most semi-powerful and all powerful attacks, even when blocking
Special ability - "double up"
Duplicate making a slightly weaker AI controlled double of paper

Scissors:
Speed - just goin' for a jog (average)
Strength - literally have blades for arms
Defense - built like a sword... literally (average again)
Weakness - blade arms will get periodically stuck in surfaces when an attack is missed
Special ability - "polite buster" does a sick flip towards the nearest enemy and rapidly slashes them, this attack can not be blocked regularly or dodged it can only be stopped by a perfect block

Well that took forty more minutes than it should have (it took forty five minutes)
