Does pipe work OK without a muffler to add some back pressure?

My go power sports air filter adapter rear choke holder thing the nut that’s holding that on is blocking the carb from opening and closing for some reason. Basically when i tighten down the air filter adapter to the carb i can no longer open and close the carb door because the nut on the back of the adapter is blocking it

How tight do those air filter adapter nuts need to be tightened on to the adapter. I noticed tighter i go the less i can move the choke lever
