Regarding the SAB, why does it take the House, Senate and the President to agree to repeal a staff accounting bulletin? (Essentially, the same process to enact legislation.) If an agency just unilaterally wrote a rule, shouldn’t just the oversight committee be able to tell them they could or couldn’t do that? It doesn’t make sense.

Yes, they must change, but they just appealed Judge Torres’ decision!!
