Honestly im glad to hear someone else mention the Leveling materials issue, its horrible that after pulling nilou at mr 18 no matter what i do i cant level her until i climb at least another 10 Ar levels, even game like fgo who have their story character level up materials tied to where they were introduced, they have a way around that Because no one is playing a game for a month just to level up their favourite character. I wouldve thought a game in which almost all of the fun is derived from team compositions would have understood that

I pull for her and I agree farming material for her is really hard for new players. And her element brust has problem.
But if you need the toughest on field character and does high dmg, she will be the answer for you.

I think she will be better if mihoyo fix her burst to become manual.

She’s a support, people are disappointed she isn’t a dps because her animation and design looks cool, you can make a dps of you want. Anyways the leveling up materials imply to other characters from sumeru or other regions to but honestly hard to lvl up. The accidentally jumping sucks

Fun fact about Dehya absolutely no one wanted to hear: Her punches actually count as the entire burst animation, so when you jump, you cancel the burst. It's not a bug, just bad design

I've used her in every way possible, and I generally have a more positive opinion than most.
First, get over the jump cancel. Just a skill issue. It's more of a benefit since it's an active burst.
Second, her periodic application makes it so she isn't intrusive for teams, so it makes her more versatile for teams. Of course there's the question of if she's the best in any of those cases, and I would say no except for setting up burning or on Burngeon setups.
I think she's a solid character that can be used in a variety of ways, but just isn't top tier, and so, isn't a priority unless you like her character. And that's fine given how Genshin works in comparison to other gachas.
I personally think she'll get better with time, since we may get more active burst, and in turn, a higher variety of high passive off field application. Cause let's be honest, if she was Cryo, Dendro, or Hydro, she'd be twice as good. Electro I think is a bit debatable.

Also of that shit keeps up, imagin pulling for the cryo acron in 7.2 ish right after starting the game good luck leveling her up.
Or you jump to a frends world and collect there - if that's possible
