I think a better question is why other civilizations managed to get out of the stone age and reach development. And I think the answer is geography. Since you could travel from China to Europe on a horse or a camel, one great thing invented somewhere, would inevitably cross borders and end up in another place. Thus, cultures "pulled" each other. Via trade or envasion. Similar how Greek philosophy reached Asia and Chinese gun powder reached Europe

They created balls that roll. They carved circular stone tablets. But no wheel.
I actually think that compared to everything they did achieve, the lack of making a wheel amazes the most..
