"Imperial Daemons" is most likely, since they have been more active and seen since The Eye of Terror became the Cicatrix Maledictum (The Great Rift).

My favorite theory and the most likely accurate is that they are those that fell at the Ivstaan III and drop site massacre because many wear the old 30k armor and their leader is a headless, Primarch sized individuals and who was decapitated at the drop site massacre and was Primarch sized? Ferrus Manus!

As a legion of undead space marines who fell in battle over the course of several millenia, it is fitting that they be led by a primarch who also fell in battle as well. Either sanguinius, or Ferrus manus or even both.

My theory is that they are space marines from all different factions, banded together in the warp after death as one legion in order to continue fighting effectively against demons and the corrupted. But sometimes the cry of battle is so strong, or a chapter is releasing such a strong amount of emotion that it acts as a beacon for the damned.

_calling them back into the mortal realm to fight and win a battle they never got to see be concluded. Closure._

Great heros of the Astartese become part of the legion, especially if they were killed unjustly or without honor. One actually talked to Uriel Ventras at his own grave. He was the former battle brother of a then demon Astartese attacking the Ultramarines. He told Uriel the true name of the demon which Uriel used to help banish the demon with a stone dagger hidden in the crypt. Really cool novel.
