Actually, journal 3 was finished! If you buy a copy (or find one in the woods of Oregon) along with all the stuff we see in the show is a bunch of pages from Dipper's POV AND a continuation from Ford starting on the page "Against all odds, I'm Back" where he talks about the members of his family and such, ending with him signing off. This is also where Dipper reveals HE is keeping a journal with a Pinetree emblem on it that Mabel got him from an alternate universe we see in Lost Legends.

For starters, he hid the journals because he realised the true dangers of what he was messing with, and he wouldnt have been stupid enough to make another journal after that. Also, he went through the portal after trying to give stanley journal 1, which means he wouldnt have even had enough time to start a 4th after hiding all of them.
