In fact, "prove, " in this case is related to that term's usage in "proving grounds, " i.e., "testing grounds. The exception tests the rule. Dale fails to answer the question.

This still doesn't explain how the breaking of a rule somehow proves it.

You can’t have an exception without a rule. If you toss out the rule, you have chaos. Who decides the exception might be a bigger question. Jesus established that who, though they must be acting from their office or the pope’s, if he must act when the others are compromising. If he compromises, we still have what is written the upper clergy can never negate. The latter might do some clever wordplay to practically negate the rule
