UNID data signal at 27252 kHz in USB mode on 11 meter band

I heard about this signal from a thread on the HF Underground message board. The KiwiSDR I used is located in Highland Falls, New York and the approximate frequency discussed on the message thread was 27252 kHz. However, I am not sure if that is the actual frequency, or correct sideband, but the signal seemed to come in the clearest at that frequency, while using USB mode, as seen in the video. Toward the end of the video, I used the Rivet decoder in FSK (Raw) mode with the baud rate set at 200 and the shift at 1000 Hz. This was the only setting that seemed to decode anything, though I'm not sure whether this was accurate or not (though others on the thread seem to lean toward this being an FSK signal). As can be seen, each data burst translated on the decoder into what looks like strings of binary numbers. Anyone have any idea as to what this may be? Or what the correct mode is? (FSK or something else?). It should also be noted that the frequency falls near the high end of the 11 meter band set aside for CB radio (11 meter frequency range is 26.9650 MHz to 27.4050 MHz).

Very interesting find. It sounds like a low speed FSK or ASK mode similar to that used by car remotes, so there's probably no more than 10-14 bits in each transmission, plus some of that may be repetition for error correction. The fact that the bursts appear of fixed length and Rivet returns different bit lengths makes me think the decoder isn't synching properly. You've got at least 3 or 4 different transmitters operating around that frequency at different signal strengths. My first thought is a wireless sensor reporting network, though it would be unusual to see one on such a low band in these days of ZigBee and Lora. A second possibility (perhaps more likely) is tone-only on site paging. 27.255 is a known paging channel in the US, and there would be more than enough bit space in each burst to convey a pager address.

Do you live near a hospital or medical clinic? It sounds like medical telemetry. Maybe 2nd-3rd harmonics.
