On the downstroke the yellow plate is pushed down by pins outside the strip. It is about the material thickness in front of the blue piece. This prevents the finished washer being forced back into the strip hole on the upstroke. If the washer was allowed to be pushed back into the hole it would not come out. Having the yellow piece following behind the punch on the upstroke it allows the washer to sit loose above the hole and is removed mechanicaly or by air. The washer will never fall through the hole as they are both the same size and slightly tapered.
