He talks about how the military wants to use a fuel-air bomb on the California town in the event that the disease cannot be contained and goes viral across the United States. A fuel-air bomb (better known as a Thermobaric weapon), for those of you unfamiliar with the device, uses oxygen to create a massive explosion similar to a nuclear bomb, but without the nuclear fallout. It sucks all the oxygen within the blast area and basically eliminates it to create the explosion, something which would kill everyone within the radius. Thus, all the infected would die and the virus would be vaporized completely.

I'm curious: Why would the DoD go so far as to recommend using the largest non-nuclear device in the arsenal, if the town is sealed off by troops in MOPP gear, with orders to kill anyone who broke containment (which happened on at least one occasion)?

If they're expecting everyone to die, it seems like they could isolate all known infected individuals and allow them to expire without infecting anyone else, without the massive fallout from killing thousands of US citizens on US soil. Keep in mind, I did watch the movie.
