A Texas Ranger's memoir talked about a similar incident. Some kids on the Mexican side of the border shot down at a raft in the river that had an American family on it. Not just one shot like this, but they pinned the guy down - he died but managed to shield his family from harm. Investigation went nowhere, until he cut the border off for real: no trade, no visiting family, no school -- and the kids were turned in by their family.

It wasn’t a tragedy or an accident because that is implying no one coulda foreseen it happening, what they did is NOT manslaughter, they were educated on what they were doing and this is murder and reckless endangerment bare minimum charges
