Whis can justify it by saying he's training potential destroyer candidates, it wasn't a moral choice but a pragmatic one which wouldn't break the code if training potential new destroyers is also part of an angel's mission

You're close, the angels have to listen to their destroyers. They aren't allowed to fight at full power but anything else their destroyers tells them to do is on the table.

It's not really having any bias towards good or evil if its for purely neutral selfish reasons. Beerus and Whis liked earth for reasons (primarily the food) so they just brought it back. It wasn't saving the planet for the sake of humanity, it was saving the planet because they just wanted to.

You gotta remember a Destroyer's job isn't solely to destroy things, some planets are essential and need to stay put without any serious damage, while others are insignificant enough to warrant destruction.

That last part makes the most sense. Beerus deems planets worthy of staying active. He deemed Earth worthy. So be keeping it intact he is keeping balance.

It could also be viewed as a training exercise for Goku and Vegeta. Whom, at the time, it was pretty clear one was being groomed to become the next God of Destruction. So Beerus likely could’ve worked alongside Whis as a method for teaching the Saiyans to never let their guards down, because even a God can be undone by someone much weaker than them. Something we saw unfold with Zamasu’s actions.
