For anyone that doesn't have the option shown in this video, in the program settings you can find a setting called something like "preferred power management" or something like that, and just switch it to maximum performance

Pretty sure From mentioned a full fix for your PC just not using the GPU randomly. For whatever reason your PC will spaz the hell out if your CPU is just chugging at 99% for 5 seconds

You can also just use a gamepad and the framerate will fix itself.

Not sure why, but I plugged in my Xbox controller to my PC and VOILA! Perfectly fine.
