Can this be carried over the shoulder on the chest while a backpack is on? I would love to use your Stormfront Sling while I have my Peak Designs Travel Backpack on but I’m not sure if either of these products will fit! Please let me know! Thanks.

Unfortunately not suitable for rain. The zippers are not rainproof. Content gets wet.

The branding on this bag is hideously loud and oversized. Worse, the shiny, plasticized top and back panels give it the initial impression of a preteen girl's purse from a dollar store. It's only missing a glossy Little Mermaid morale patch to complete the picture.
I wouldn't be caught dead wearing this mess if I was offered it for free.
