The noise can be reduced using acrylic foam tape which lifting fans by 1mm.
Two fans on the top work better than I expected, CPU temp dropped by ~10C.

I suspect that this will happen on most Noctua fans working in pull configuration as the noise is coming from the turbulence generated at the interface of the fan and the mounting surface, simply because they are being too close.
I've seen similar things happened on A4 case with C7 cooler and NH-D15 in pull configuration, but I was not expecting it happens here too.

The solution I'm having in mind is simple: lift A12x15 up for 2 mm to eliminate the turbulence. I haven't tested it, and it might not work in small top hat, giving the height is limited.

I think you can lower the fan speed to around 1400rpm. These two fans are designed for cooling rather than ventilation. For ventilation the best is s12a, which unfortunately doesn't come in 15mm thickness.

This happens because of air turbulence, how the air moves through the cutouts and the fans. Not because its lose or anything. And elevating it makes it lose some of the airflow (not that it's possible without modding). But it gets quieter if you do. Just an fyi

I have 4 of these in top and bottom hats of my Ghost S1. No noise at all. Not sure about your fan issue, may be you need to optimise fan curves to suit your thermals.

Turbulence on a low profile fan, yup, was obvious. I tried it too without knowing and was very disappointed. I decided to use standard fans instead.

have the same setup and my fans are silent... of course i securely screwed the fans to the s1 top-hat bracket as instructed as opposed to simply resting the fans on top of the top-hat bracket as you are showing in your vid....

Did you try using those rubber connectors to secure the fan to the grill? Does that make any difference?

A12X15 sucks compared to P12 slim when it comes to noise. Not all Noctua fans are that quiet
