straight up and down is on and sideways is off.

that surge of gas might of ruined the regulator. Open it slow. Also on that type of valve check to see of both side of valve core are moving . If it's seized it could snap.

So when you turn the gas meter on do you have to do anything else in the house? Or can you go back to doing things as normal such as using your gas stove in hot water heater
