Its screwed up saying, "Bring on the flooding so eventually it will fill the reservoirs we seem to have a serious lack of and we need a ton of flooding so eventually it will fill them up." Why the hell do we not have adequate reservoirs to help contain all this water?

San Diego has a lot of hills, I have cousins in Paradise Hills and Chula Vista. I'm in Oregon and I've never seen Oregon storms this bad. My boyfriend said the Columbus Day storm here was devastating, I lived in the Imperial Valley.
