Let me explain for those who are confused: Xeno Goku beat Demigra in base form who threatened to completely destroy all infinite timelines and even the real world itself. For Demigra to do this he would have to surpass literally EVERYTHING in the context of his verse and the one that exists outside of it. This would include infinite timelines, all multiverses, all concepts, and even the entire macrocosm of beings who view his existence as fiction and thus completely transcends it on every single level. This at bare minimum would make him high/infinite to beyond outerversal and Goku bullied him in base form. That by itself easily makes Xeno Goku beyond outerversal at a massive lowball.
