This is not encryption nor obfuscation. These bytes trick notepad into thinking that the actual encoding is different, thus resulting in this gibberish.

You still can read the file by opening notepad, pressing ctrl+o, selecting encoding and double clicking the file.
Actual encoding of the file stays the same, so cmd can read it easily.

You should tell us more about obfuscation techniques. Concatenation for example

There might be a better way to “obfuscate” the code. You could try writing the batch content within a cpp program so when you compile the cpp code you get the binary file. Even if you do hexdump the binary it won’t be legible unless you used tools like ghidra to reverse engineer the program. The only problem with this method is that you are using c++.
