Only if the issue is the toilet "not being clean". Lots of other places could be claimed as "not being clean." Scenario, family is traveling a long way, they are close to the destination and one of them is needing to use the toilet, but holding it. As soon as they get in the house, they find the bathroom and go. As the rest of the family comes in, they start to notice things in the house not being clean.
A toilet can be immediately used upon arrival and not mean the whole house has been used.

Also, would AirBnB not refund the cleaning fee to the guest in the case of the house not being clean? Or, they would get a refund if the guest does not want to stay. If a guest chooses to stay, what sort of refund are they going to get?
