100 Days of Leetcode #8: String to Integer (atoi) (JavaScript)

This is a tedious code cleanliness style of exercise made in Javascript. This type of exercise is just meant to test how well you follow a bunch of arbitrary, complicated directions in your implementation. It requires no special knowledge but there are definitely some tricks to make it easier.
