Art is a skill developed over time regardless of whether you were trained at a university or learned on your own. Any amount of natural talent is helpful but it doesn't necessarily make an artist's efforts worth any more or less than an artist who has a fine arts degree.. and it's worth mentioning that you have to have a pretty nice portfolio in order to get accepted into a university in the first place.
Jenna makes some wonderful art. I'm glad that it was shared with me but I think the wording in the video could have been phrased more carefully.
