In my experience I've found that a really good way to get hard clue scrolls is by killing turoths. they have a decently low slayer requirement, have really low health and defense, and drop the scrolls amazingly quickly. They also have pretty good other drops considering how easy they are to kill (rune daggers, addy leggings, good charm rates, etc)
