Terrorism and responses to it have very real gendered human and social costs. The gendered impacts of the COVID-19 pandemic are exacerbating and complicating these costs. In this dynamic and challenging context, security sectors must balance their responsibility to protect citizens from harm and their responsibility to protect human rights.
