Putin ordered his troops not to enter Kiev a long time ago. They’re not “stalled”. They’ve surrounded Kiev. That’s the strategy. Most of the fighting is in the east where Russian forces have taken Mariupol. But the Russian military strategy is basically to surround Ukrainian forces and cut them off. They’re succeeding in doing that.
