Giro Donne highlights only half as long as the Men's TDF highlights? Why is this?

I will never understand why they don't stack the Donne and the GIro. It would have to be way cheaper to set up one race vs. setting up two races. Plus you'd have a bigger crowd for the women. Which would really help grow the sport...
