This is oversimplified. But China wouldn't have started planning separately from the U.S. if we just included them in the international space station. And why did we not include them? If the next two years are critical to the American Space program, America is in DEEP and LASTING Trouble. ( I could make a wisecrack about learning to speak Bejing Mandarin (or Cantonese) but I already do.) America has no national will nor drive for a concerted effort in space exploration. Just try to establish a single unified goal and you get a four (or eight) year political fight. The only movement that comes out of that fight is a nation that spends time playing with money and passing dollar bills from one pocket to another to sustain the illusion of wealth. All this while its achievements in space get farther away in the rearview mirror. I wonder what the next toy box in Earth orbit the Americans will build after 2030 when they sell off the ISS for a few more bottlecaps, another hank of string and an empty six-pack of beer cans so that the USA can tell themselves how great America is in space. The reason America will have no major space program 10 years from now is that they FAILED to start making it happen 10 years ago!
