I honestly believe that Spongebob isn’t actually bad at driving considering some of the vehicles he’s driven before. I believe he just gets way too stressed and nervous because it’s a test and messes up due to his stress and worry.

This is one of the reasons why the entire fish characters (not just the cops but also Mr Whatzitooya, the burly woman, fluffy etc) are my most disliked characters in Spongebob that I wished the non fish characters (like Spongebob, Squidward, Sandy etc) stood up to them all or simply Thanos snapped them all out of existence.

You forgot to mention that one episode were Mr Krabs was breaking into random houses looking for food for pearl because she has growth spout as he came out the police confront him and Mr Krabs gave a stupid excuse, asking him what’s in the sack his response he was practicing to be Santa Claus for holidays instead of arresting him they sent him back to his house because they’re too dumb enough that it’s not December

Speaking of awful cops, they arrest Mrs. Puff for things she wasn't at fault with yet, a crime she did in another episode, attempted murder in demolition doofus, she wasn't arrested. The law system is so messed up in Bikini Bottom.

King Neptune might be the one to blame since he is ruling the seven seas including bikini bottom. He is probably the one who wrote all these ridiculas laws in the first place.
Speaking of which, Neptune is a king meaning that bikini bottom is ultimately ruled by a monarchy. But king Neptune is a litteral god, who can't die of old age. That means that Neptune has not only ruled since the beginning but will also keep his power indefinately. And the deciding factor that seperates a monarchy from a dictatorship is, that in a monarchy after the rulers death their offspring will eventually inharret the power. But when your ruler is immortal then their will be no change in leadership ever.
So, Neptune is actually more of a dictator.
And even if he isn't, monarchy is still an extremly oppressive form of leadership that allows the leader to have full control over everthing. And it shows.
Neptune wrote many stupid and oppressive laws and build up an incompetent police force to inforce them. Who knows how many people have been imprisioned for minor violations. I mean you can even be blamed for something that your student did. Most poeple in the Bkini Bottom prison are probably innocent or got arrested for minor offences.
King Neptune is the true villian here. He is tyrant who fails to meet the peoples needs and chooses oppression to keep everthing in check.

My real question is if littering is such a crime; Where are they suposed to take the trash? I'm prety sure Spongebob and Squidward would know to take it to the dump instead of moving it all around town. What is this cruel loophole?If citicens throw trash to the ground we'll fine them but we don't have a convenient residue management system to avoid it.

Gotta say, Bikini Bottom’s police officers really suck at their jobs. Even arresting people like any of the characters over the dumbest reasons. A noticeable example being Party Pooper Pants when the two cops stupidly arrested SpongeBob because he didn’t invite them to his house party.
