I came to Canada as an immigrant decades ago and I am now a grateful citizen. My understanding of the (then) immigration criteria boiled down to three broad pathways i.e. a) either as an investor or business owner with sufficient capital; b) with professional and technical skills in short supply and needed in Canada; and c) being very close relatives of citizens etc. That is, the immigrants should largely be self sufficient money-wise given time or have someone to take care of them. In fact, if my memory serves me right, some of the rights didn't apply to me before becoming a citizen e.g. the right to vote in federal elections. Even for foreign students and study visas, evidence of having sufficient financial means to pay for school and boarding was required. Of course, these criteria didn't apply to refugees and asylum seekers.
