Jetta driving Jughead passes on Jersey Jughandle

Welcome to the scenic Newark, NJ area. The curved onramp to I-280 is kind of in the 'Jersey Jughandle' format. Only one lane, but wide to allow trucks to make the turn. I guess it was too much of a temptation for the Jetta driver with PA tags? I'm not sure where the white SUV ahead of me thought they were going, also?
They may have been pulling up to let the Jetta in? There is only one lane, and no turns from this lane. You can only go straight across.
