The whole point of giorno getting requiem was because he was chosen by the arrow, and to prevent diavolo from becoming too powerful to be stopped and possibly ruling the world. (Edit) Also giorno isn't a deus ex machina because of this, when the stand arrows are the entirety of the reasons part 4, 5 and some of 6 happen.

The arrow giving you godly power was set up for episodes upon episodes, the main conflict being whether Giorni or Diavolo would manage to obtain it.

Everything leading up to Giorno getting the arrow was the final fight, Gold Experience Requiem just served as the final beatdown the same way Jotaro in Part 4 did, or [spoilers] in Part 6.

Also the fact that the entirety of Part 5 is a Jesus retelling, with Giorno literally being the stand in for JESUS CHRIST.
Having him of all characters get the most literal godhood level powerboost to do in a guy literally named THE DEVIL makes sense.

The requiem stand arrow was set up to be a power up that fit the users needs, which was exactly what giorno needed. His stand erases the effect of a cause, and because KC’s ability is to remove the cause, their abilities neutralized
