Espeons shinys is one of those acquired tastes. I hated it at first but now Ive come to respect it. That shade of green is a nod to how people typically view aliens. Small and with just about that same shade of green. Psychic types are very commonly thought to be aliens of some kind due to their powers and connection with the world around them.

Actually, Garchomp's desaturated shiny colors looked very good back when they used 2D sprites, but when they switched to 3D models, the colors of its original form also got desaturated. And they haven't done anything to fix it.
