I didn't watch the boys nor gen v, but as far as i know soldier boy has everything sam has but better, that means strength, agility, durability and combat including h2h skills and even has an hability of his own in comparison, explosions

Butcher, Homelander, A-Train, Maeve, Black Noir, and Ryan can take Sam and probably defeat him. Soldier Boy, Ryan, and Homelander honestly just out class Sam, the only person he could probably defeat is Maeve if hes lucky. One heat blast from Ryan and its over for Sam, we've seen Ryans potential when he literally dismembered Stormfront with it.
