Fair point sure luffy quite literally has one of the most broken devil fruits but in my opinion he’s still young and only had his devil fruit for a few years and struggled to even throw a punch without him hitting himself while Kizaru has good control over his devil fruit and he has more decades in fighting and devil fruit mastery and he quite literally was a admiral

If you look at it from the standpoint of Haki alone, which stems from the user's fighting spirit, Kizaru was not at full power due to being conflicted and his will wavering a couple of times. Sure he still followed his orders but he did so after letting so many chance to kill his target slip by.

I dont think kizaru was holding back because he was testing luffy to see if luffy could save his friend, kizaru knew what was coming and wanted to see if the yonko had what it takes. And even if he wasnt testing luffy, kizaru isnt the type to let internal conflict stop him from doing his job, the aeries made that VERY clear

Have you ever thought that Luffy was also holding back? Luffy did not use aCoc or Future Sight (In Snake man not knowing where kizaru was when HE KNOCKED HIM INTO THE BUILDING) when fighting Kizaru and Luffy was not trying to defeat Kizaru like Kaido because Kaido was gonna drop Onigashima on the Flower Captial so Luffy had to defeat him at all costs using everything he has but Luffy isn't even trying to defeat him but hold him back so Vegapunk and his friends can escape and also Sanji can go as fast as light catching up to Kizaru light beam and also Sanji is a cook.

This doesn’t really mean Kizaru is stronger for holding back, it’s not like he was beating Luffy with half effort. He didn’t give it his all and was losing the exchanges. Luffy with full mastery of G5 mid diff beats Kizaru at full power.

While both heavily held back, I still believe Luffy would win if he had gone all out since he didn't use the Bajrang Gun. Later on, he faces both Saturn and Kizaru and he actually performed better in that fight facing two admiral level chars in comparison to his first fight with Kizaru.

The reason why this is debated is cuz Luffy is often nerfed during fights to make fights more interesting. It's the same reason why he struggled against Hordy and lost his first fight against Caesar Clown. He was way stronger than those two but he still performed pretty badly cuz of plot.
