In this video I explore filters vs presets vs LUTS.

A filter changes the appearance of an image - as if a physical filter was used - by modifying basic settings such as brightness, contrast, texture, tone. In addition of changing brightness, contrast, texture, tone, and colors presets (on the other hand) give you the ability to also change sharpening, vignette, crop, lens correction and more. A presets is a set photo edits that photographers save so they can apply the same settings to their photos a create a style. LUTS or Look Up Table is a code that tells how to read color. It transforms one range of colors in an image to another range of colors and therefore only change color and tone parameters.

Presets, when it comes to Photography, usually refers to Lightroom (plus Photoshop or Camera Raw) features, while filters are available everywhere like junk food. Lightroom and Lightroom Classic doesn't have filters I think, though presets and LUTs serve a similar purpose.
You can also create your own presets very easily and apply them to lots of images at once.

LUTs are usually for videos. Though you can import LUTs as profiles to Lightroom.

Filters can have advanced effects, like for example having an image overlaid that adds scratches, that to my knowledge isn't possible in Lightroom or Camera Raw.
