Basically, she is hoping to garner enough votes in the primary to either: 1) be considered to be on the ticket for VP for whoever wins the nomination; or 2) be considered for a cabinet position should the GOP nominee win the general. She would need to finish top three in the primary in order to have enough votes to leverage either of those possibilities.
