Rose doesn't throw the necklace in to the ocean for Jack. She does it for herself. This is her finally letting go. She's told her story and now she's at peace. She's held on to what happened for so long and then she shares it with everyone and she's free. The necklace is the last thing she has that ties her to the tragedy so she returns it to the ocean where it all began.

Throughout the entire film, old Rose was always in a wheelchair or holding her cane to walk but here she walks tall and even climbed the rails because of how significant this place is to her. For her it must feel so surreal to come back to this place after 84 years but it's as if the world granted her one last visit to one of the most significant part of her life.

In throwing the diamond back into the sea, she gives a piece of personal history back to Titanic, thus giving her full closure after all these years. She finally let go of what happened and she is metaphorically giving a 'heart' back to the ocean after the violent sinking of the ship and loss of humanity. Its a nice touch to tie up the end of the Titanic, and Rose's own life before joining all the lost souls.
