At the approx 15' mark you talk about Risk based testing approach. To me, "Risk based testing" is when we use Risks to base the tests on rather than specifications or other documentation. It's perhaps looking at the requirements in a slightly different way - for example with ecommerce site the biggest risk is user cannot make a purchase. OK how could this happen?, or that the user gets goods for free, etc. Your testing is then based on showing that these Risks are (hopefully) a low threat (or not, in which case we now know and can address).

What you describe feels more like it is a prioritisation of the tests (which we should be doing anyway), and that priorisation is of course based part of business risk.
