This is unfair. I've seen many students who were average till 10th and performed absolutely well in 11th&12th. These class 9th&10th are foundation which sets a base for class 11&12. So if they implement this it would be completely unfair.
It's almost like adding your class 1 marks to get your class 10 marks.

Before Parakh gives national prescriptions on how to grade secondary students let them solve foundational reading and arithmetic. 20 years of ASER data has the shown abysmal state of learning in primary school education. Has Parakh managed to get 1 district or city to Singapore level learning outcomes. Parakh should be graded on foundational literacy and numeracy outcomes. Will the FLN goals for standard 3 students be achieved by 2025?

First of all, there should also be a mechanism to check the teacher's competency in respective classes. Then include these types of evaluation of students. Otherwise there will only be unhealthy competition with the students being left on their own.
