What about moisture from the concrete? Do the strips absorb them possibly causing mold down the road?

If im putting carpet on top of a concrete slab and putting carpet padding down do i need a plastic vapor barrier between concrete and padding?

I was wondering why you install the padding that way? Concrete holds moisture- and the foam side can absorb it. In not carpet installer but mold remediation contractor. Would it not be better to put the plastic side down to act as a vapor barrier between the carpeting and the padding? What does the manufacturer recommend?
