When resetting the PC, you will come across the options to either perform a Cloud Download or Local Reinstall.

Cloud Download will download a fresh Windows image from the internet, while Local Reinstall will reuse existing system files in the Windows Component Store (C:\Windows\WinSxS) to re-construct a new copy of Windows 10. You should try local reinstall first and only choose cloud download if the local reinstall failed.
