Dang thanks dude, I turned off a lot of accessibility options. That's what seemed to give off the reminder notification according to nice catch, but it was this all along.

Samsung absolutely sucks, constant changes to core os because they think they know best. Reminders can only be set to 15 min max, ridiculous.
