how do  I become a plumbing inspector??

My 50 gallon electric water heater runs out of hot water towards the end of my shower. Had the thermostats and elements replaced, same problem. Heater was 14 years old so I had a new one installed, same problem. Thermostats on new heater set to 135° puts out water at 125°. Hot/cold control valve behind shower faucet replaced, same problem. What could possibly be the issue? I'm thinking something electrical but volt meter is normal when checking the heater. Circuit breaker not being tripped. If I run full hot water from bathtub, it lasts ten minutes. I live alone but if two people had to take showers, it would need to be an hour apart and they'd each run out of hot water. I run out of hot water after a 15 minute shower that's not even hot enough to fog up the mirrors. Help! Thank you.

Ask a plumber... will i have a pipe burst if i close my shower spout with a shrkbite and use a shower water regulator valve to stop my leaking water. I already changed my shower cartridge and shower spout and still leaks
